Ask most people why they don’t compost or separate food scraps and you’ll expect to hear something about effort or indifference. What you usually hear instead is simpler: there’s nowhere to put it. In a lot of communities, organics diversion was designed around a house with a backyard, a driveway, and a curb the truck can reach. Everyone else — apartment residents, people in multi-unit buildings, households without a dedicated bin space — is technically invited and practically excluded. That gap isn’t a participation problem. It’s a design problem, and it quietly caps how much any community can divert.

The Program Was Built for a Specific Household

Curbside organics collection assumes a set of conditions that a large share of residents don’t have. It assumes a place to keep a bin between pickups that isn’t your kitchen. It assumes you’re the one who sets it out. It assumes the collection contract covers your building type. Multi-unit buildings usually fall under commercial hauling arrangements rather than residential ones, which means adding organics service requires a property manager to negotiate it, a shared enclosure to accommodate it, and a maintenance staff to manage it. Any one of those can stall the whole thing. The resident who wants to participate has no lever to pull.

Access Shapes the Numbers More Than Willingness Does

This matters because diversion rates get read as a measure of public enthusiasm when they’re often a measure of infrastructure coverage. A community reporting low organics capture might have a highly motivated population and a program that simply doesn’t reach half of it. Research on equitable organic waste management has made this point repeatedly: the neighborhoods with the least access to diversion infrastructure are frequently the same ones carrying the heaviest burden from waste facilities themselves. When a program’s reach maps neatly onto housing type, and housing type maps onto income, the outcome is a service that works best for the people who need the least help.

What Closing the Gap Actually Looks Like

The encouraging part is that the fixes are known and mostly unglamorous. Shared drop-off sites at a scale people will actually walk to — a few blocks, not a few miles — cover a lot of the gap on their own. Building-level collection with a designated enclosure and a clear contract works where property managers are brought in early rather than mandated late. Farmers market and community garden drop-off points, staffed on a predictable schedule, catch households that will never get curbside service. Some communities have layered these approaches so residents have more than one route in, which also builds redundancy when any single channel gets disrupted. None of it requires a technological breakthrough. It requires deciding that coverage is the goal rather than tonnage from the easiest households.

Coverage Determines What the Back End Can Do

There’s a practical reason to care beyond fairness. Every processing pathway on the receiving end — composting sites, anaerobic digestion, whatever a community builds — depends on a feedstock stream that’s both steady and reasonably clean. A program reaching only single-family households delivers a fraction of the available material and makes the economics of any local processing infrastructure harder to justify. Expanding access is what turns scattered organics into a supply worth building around. In systems that use anaerobic digestion, that supply becomes energy and a nutrient-rich digestate that returns both fertility and water to soil. But none of the downstream value exists until the material can get out of the kitchen.

Participation Follows Possibility

The story we tell ourselves about waste behavior is mostly a story about individual virtue — who bothers, who doesn’t, who cares enough. The evidence points somewhere less flattering and more fixable. People participate at high rates when participating is easy and at low rates when it isn’t, and “easy” is something a community builds, not something residents supply. Before any community concludes its residents aren’t interested in diverting organics, it’s worth checking how many of them were actually offered the chance.
